There are many elements to the manner in which personal data collected from internet users can be, and gets misused in various ways and by various entities. Governments are most likely to do it for mass surveillance.

Data harvesting itself is the start of the problem, but data retention is a big part of it. And the European Union still hasn’t quite figured it out, despite almost a decade-old landmark ruling by its top court. To make matters worse, the debates around this particular issue expose some cracks in the very fabric of the EU.
