What it does
Signed June 20, 2024, as the first law in the country against addictive feeds. Platforms cannot serve minors a personalized feed or send them notifications between midnight and 6 a.m. without verifiable parental consent, with penalties of up to $5,000 per violation. The attorney general proposed rules on September 15, 2025, and released the final rules on July 28, 2026; the act takes effect January 25, 2027. The rules cover platforms where users spend at least 20% of their time on addictive feeds. Before giving anyone an algorithmic feed, a platform must confirm the user is an adult, using any method that meets accuracy benchmarks, such as a selfie or video or a checked email address or phone number, and must offer at least one option besides a government ID.
What’s at stake
The final rules are where this law shows its teeth. A personalized feed now sits behind an age check for every user, adults included: anyone who does not prove they are over 17 gets the stripped-down feed. Platforms must test their age checks every year and keep the results for at least 10 years. Data from each check must be deleted or de-identified after use, but the checks themselves become routine. Whatever New York requires becomes the de facto national standard, because no platform builds a feed system for New York alone.
Our take
The feed is the excuse; the age check is the machine. A law about protecting kids from algorithms ends with every adult in New York proving their age to scroll. The final rules write show-your-papers into New York's internet from January 25, 2027.
