Arizona HB 2112 (Adult Content)
What it does
Arizona HB 2112 makes any commercial site more than a third sexual material harmful to minors verify visitors are 18 using digital identification or a commercial service reading a government ID. Enforcement is a private right of action, with damages up to $10,000 per day of violation, $10,000 for each mishandled ID, and up to $250,000 more if the failure lets a minor access the material.
Why it matters
Arizona's damages ladder is among the steepest, topping out at a quarter million dollars per incident. The bigger the number, the harder operators lean on ID checks, and the more Arizonans hand over identity to reach lawful content.
Our take
Arizona dressed a digital-ID mandate as child protection and stacked damages high enough to force compliance. The closer votes here, 44 to 15 and 18 to 10, are a reminder this was not quite as consensus-driven as the 2023 wave.
