What it does

S-209 makes it a criminal offense for organizations to make sexually explicit material available to under-18s for commercial purposes, with prescribed age-verification methods as the defense and court-ordered website blocking for noncompliant services. Senator Miville-Dechene has carried this fight across three Parliaments: S-203 died, S-210 passed the Senate and was in Commons committee when prorogation killed it in January 2025, and S-209 returned in May 2025 with revisions, passed the Senate on April 15, 2026, and is now at second reading in the Commons.

Why it matters

Private members' bills usually die once; this one keeps returning with the same architecture the US state laws use, age ID checks backed by liability, plus a blocking power those laws lack. With the government's own C-34 now carrying age checks for social media, the two tracks could converge into a general Canadian age-gate.

Our take

Three attempts across five years says the demand is institutional now. The blocking power deserves the scrutiny: a state list of websites Canadians cannot reach, maintained in the name of age checks, outlives every stated purpose.
