What it does
Starting July 1, 2026, platforms that knowingly and intentionally publish material harmful to children would have had to verify the age of everyone trying to access that material and everyone uploading it. Sites had to offer at least one age check that did not require users to disclose their identity, and had to pass annual independent audits. The Senate Health and Human Services Committee advanced the bill 8-1 on March 27, 2025. The full Senate laid it over repeatedly, and on April 14 pushed it to May 8, after the session had ended.
What’s at stake
Adults would have had to pass an age check to read legal material, with their browsing tied to whatever method the site chose. The required anonymous option admits the privacy problem while leaving ID-based methods on the table.
Our take
The sponsors tried to answer the privacy objection with an anonymous check and outside audits, and the bill still stalled. Senate leaders killed it by delay, so no senator had to cast a floor vote on it.
