What it does
Mississippi SB 2346 makes any commercial site where more than a third of the material is harmful to minors verify that visitors are 18 or older, using a government ID or a commercial age-check service. Enforcement runs through private lawsuits, with damages and attorney fees for a parent whose child got through.
Why it matters
This is the first half of Mississippi's two-step, the porn-site age check in 2023 before HB 1126 pushed the same demand onto social media in 2024. The through-line is a state that decided proving your identity should be the cost of getting online.

SB 2346 gets confused with the state's social media law all the time, but it came first and it is the less noticed of the two. Together they show how a state moves the ID checkpoint outward, from adult sites one year to the open internet the next.
