HB 1887 required social media platforms to run "a secure age-verification process for all Missouri users prior to account creation." Children under 16 could not hold an account separate from a parent or guardian, and 16- and 17-year-olds needed verified parental consent. Platforms also had to give parents access and deletion tools, drop addictive design aimed at minors, block direct messages from adults to minors unless the adult was parent-verified, and stop showing ads to under-16 account holders. The combined bill also covered AI deepfakes and AI that poses as a mental health professional.
What’s at stake
The age check covered adults too, at the point of signup. An adult in Missouri could not have opened a social media account without first proving their age to the platform, which would have ended anonymous signup in the state.
Our take
The bill carries Megan Meier's name, and it answers her story with an ID gate in front of the entire adult population. A 145-3 House vote shows how little resistance that idea meets in Jefferson City now. The Senate cancelled its only hearing and the bill died, so expect it back in 2027.
