What it does
Mostly covered as a post-Brexit data reform, but Part 2 puts digital identity verification on a statutory footing. A government trust framework sets the rules, an Office for Digital Identities and Attributes certifies and registers providers, and certified digital ID checks carry legal weight for right-to-work and right-to-rent. Royal assent June 19, 2025; the digital verification framework came into force December 1, 2025.
Why it matters
BritCard gets the headlines; this act built the road it will drive on. A statutory registry of identity providers plus legally privileged digital checks for employment and housing is a national ID system in everything but name, and it passed with almost no public fight because it was packaged as data reform.
Our take
The debate Britain thinks it is having about digital ID already happened, inside a data bill, while the coverage called it deregulation. Incoming PM Andy Burnham has scrapped the BritCard scheme, and the statutory rails this act built, the trust framework, the provider register, the legally privileged checks for work and renting, stay in force regardless. Schemes come and go; plumbing survives the government that laid it.
