What it does

AB 962, as passed with Assembly Substitute Amendment 2, required app stores to request the age category of Wisconsin users and verify it using a commercially available method "reasonably designed to ensure accuracy." Existing accounts had to be verified within 12 months. Minors' accounts had to be linked to a parent account, with verifiable parental consent before downloads or purchases, and developers had to confirm age and consent data through the app store. Violations carried forfeitures of up to $7,500.

What’s at stake

The check sits at the app store, so it covers the whole phone. Adults would have had to verify their age with Apple or Google, and that age signal would then follow them to app developers.

Our take

The Assembly passed this 58-37, about a year after it passed the AB 105 adult-site bill with its VPN ban. The Senate let both die. Rep. Joy Goeben's bill follows the template already enacted in Utah and Texas, and that template keeps coming back.
