What it does
Businesses running online services likely to be accessed by minors under 18 must meet design and data duties built around child protection. Signed June 12, 2025; the substantive requirements start January 1, 2027, and the attorney general has had rulemaking and enforcement authority spinning up since July 2025.
Why it matters
Vermont makes it clear the design-code model keeps spreading even with California's version enjoined and Maryland's in litigation. Small state, same template, same expanding map.
Our take
Same playbook, same problem. You cannot give minors a special version of the internet without working out who the minors are, and that sorting falls on every visitor, not just the kids.
