What it does

App stores must work out the age of every account holder in Louisiana, tie minors' accounts to a parent, and get that parent's consent for each app download and each in-app purchase. It also requires age ratings to be accurate and stops stores and developers from binding children to terms of service without parental approval. Signed June 30, 2025 as Act 481, it was due to start July 1, 2026. HB 977, signed May 15, 2026 as Act 185, says Act 481 shall not become effective and enacts a rewritten app store law that starts July 1, 2027.

What’s at stake

Louisiana made it three states, and the vote tells the story: not one legislator voted no. Apple lobbying killed the 2024 version of this bill. A year later it passed unanimously. That is how fast the politics of age verification are moving.

Our take

Louisiana rewrote the law before it ever started and kept the core. Once the infrastructure exists in Texas it switches on everywhere else cheaply, and every phone sold in Louisiana comes with an identity check at setup.
