The UNโs high commissioner for human rights, Volker Tรผrk, has sent an open letter to Twitterโs new owner Elon Musk, asking him to ensure that Twitter respects human rights and monitors hate speech and misinformation.

In the letter, Tรผrk said he was writing with โconcern and apprehension about our digital public square and Twitterโs role in it.โ
Tรผrk also said that there is a need to monitor hate speech and disinformation, noting that free speech should not be a โfree pass.โ
โLike all companies, Twitter needs to understand the harms associated with its platform and take steps to address them,โ Tรผrk wrote.
โRespect for our shared human rights should set the guardrails for the platformโs use and evolution. In short, I urge you to ensure human rights are central to the management of Twitter under your leadership.โ
He also said that Twitter should respect peopleโs rights to โfullest extent possible under applicable lawsโ and to publish transparency reports on government pressure to infringe on peopleโs rights.
The UN official also warned about so-called misinformation and hate speech.
โTwitter has a responsibility to avoid amplifying content that results in harms to peopleโs rights,โ Tรผrk said. โThere is no place for hatred that incites discrimination, hostility or violence on Twitter.
โHate speech has spread like wildfire on social media โฆ with horrific, life-threatening consequences.โ
“Conversely, viral spread of harmful disinformation, such as we have seen during the COVID-19 pandemic in relation to vaccines, results in real world harms. Twitter has a responsibility to avoid amplifying content that results in harms to people’s rights,” the high commissioner said.
